web domain login screen during webdev install on fat client

Hello,

We are installing 9.2.  I have a fat client that, for some reason, will pop up a web domain log in screen during the installation of a full package.  The webdev feature is built into the package and works successfully.  We don't have this issue on a couple other fat clients.  Is there a way to change settings in a file somewhere so this does not pop up?

I have attached the install logs up to the point of the message popup and a picture of the popup itself.
