ORA-12520: TNS:listener could not find available handler for requested type of server

Hello,

We have  a 12c  2 node RAC env.    One of our database in this RAC is of old version .   11.2.0.1.0    .    We face "ORA12520"  issue frequently in this database.        Other databases in this RAC works fine.

Sometimes we are able to resolve the issue by executing " alter system register" command.   Other times we need to restart the listener.     Can someone please help to resolve this issue permanently.

Here is the sequence of events.

sqlplus system/xxxxxxxxxx@dbname
