In PO_DISTRIBUTIONS table what significance of Prevent Encumbrance Flag and when does Encumbered Fla

Hi,

In PO_DISTRIBUTIONS table what is the significance of the below flags

Encumbered Flag                 - when does it get to set to 'N' from 'Y' ( Have noticed that some of the distributions have active encumbrance amount but the Encumbered Flag is 'N')?

Prevent Encumbrance Flag  - What is the usage of this flag?

Any help is greatly appreciated.
