Login page jumbled up after ATG patch

Hi:

After we have applied ATG patch. For internet explorer, the EBS login page showing jumbled up. Tried to open with firefox and the login page displays correctly there. I found a note 389422.1 seems to have a fix regarding the same issue I have. I tried it and unfortunately, it is still not working for me. Attached is the login screen and the version of internet explorer. Gurus, please advise. Thanks.
