How to restrict the PR user should not able to receive other PR in r12

Hi Team,

Please someone help me in restrict the PR user should not able to receive other PR in r12.

In our organization, user can create the PR in any operating unit or entities irrespective to the entity the user belongs to.

Because of this i think, if any user is on holiday or left the company , then th employee manager ask us ( sysadmin) to Receive it or they ask to receive other employee who are under them , which actually we dont want to happen.

It should be always sysadmin who can Receive the PR.

So , is there any profile or any setup that can restrict a user cannot receive PR other than their PR's.
