Total Tax w/held in Pay register not equal to Total Credit AT in T1 less CT debit T1

We are reconciling our Journal and was informed that Total of Withheld tax  in Payroll register
should equal Total AT credit in T1 minus  CT debit T1 but it is not. It looks like one employee's Payroll tax is causing issue. What is the cause of this and how to correct if the issue is with tax? All entries (timecard, etc) are correct for this employee but in the journal it is creating a line with amount wc not sure where it came from.
