Notification Payment Instruction Register: how does it works?

Greetings

I was submitting a Payment Instruction Register and I want to use the notificaions option, but how does it works? Does it sends an email notificacion to the user according to the email defined in HCM?

Adding some user recipients but it did not sent anything to the users
