How to restrict PO when Item price exceeds than its previous PO Price?

Dear All Experts,

We have following requirement, please help us in making it possible either through personalization or customization.

1) User create PO for Item XX its price is 100

2) After receiving of PO in store

3) User found that item needs to be repaired

4) Now how to map this requirement of repairing of item??? (We have purchasing, inventory, OM, sourcing modules only)

5) Suppose we created PO with XX item and its prices should not exceeds more than previous price of 65%.(How to make possible that system makes hold by checking its previous price?)

6) Suppose we have accomplish the hold which checks that price should not exceeds more than 65% of previous PO price. (But this condition only applies when item needs repairing not for purchasing. How to distinguish between repair item and new item?
