Financial Tax Register report totals do not match to GL data on our tax account

The results of Financial Tax Register report do not match to GL data on our tax account, there is small 0.4% differences in total over 10 months period. GL data on the tax account is more than this report total. Looks like all AP invoices and associated Taxes have been transferred to GL. We try to understand

1. How could this happen? under what conditions there can be discrepancies between the results of Financial Tax Register report and GL data ?

2. What do we need to check in order to find the invoices/tax transactions that cause the discrepancies ?
