ORCEv17 login failed - unable to authenticate user

Hi,

We have installed ORCEv17 on-premise and have used CE_SysAdmin_SQL_generator.jar to generate the user. This user is successfully inserted into relate schema. When I try to login with the same it is failing to authenticate. I see below error in the log.

Is the password decryption depends on jceunlimited8? Why password decryption is failing?
