JDE 9.2 WebDev client local web login page

Hello All,

We are on 9.2 TR 9.2.1.4.  I installed a new development client following the Oracle documentation and everything seems good except for one point.  When I use the Tools - EnterpriseOne Menus to start the local web it looks good - webserver starting, some table jiti..  but it comes up to a typical web login screen.  I have searched and found documents on jvm errors, but I haven't seen anything for this problem.  What setting am I missing?  If you need logs, let me know and I can provide.
