JDE E1: A1 / AH Hold ignoring Upper Limit value

Hi, we have implemented A1 Holds with an upper limit value of 5000.00

The intention is to have a purchase order go on A1 Hold, if the total amount of the order is >5000.

However, it appears that the P4310 is summing all orders within a BU to determine if the order being entered should go on hold.

Also, once an order (or group of orders) goes on A1 hold, and is subsequently released from A1 hold from P43070 (Work With Held Orders), further orders go onto A1 hold. Is there an additional caching issue here?
