How does an open requisition factor on the MinMax Planning Report?

Many years ago (probably v 10) we experimented with running the MinMax Report, populating the Requisition Open Interface to create a requisition, then auto-creating a PO from the requisition. The problem was that the planner/buyers were not closing their requisitions after converting to a PO, so it factored in the "Supply Quantity" on the report - and the items were not being ordered because the system says there's some "on its way".

Is this still true in v 12.1.3? Does the buyer need to close every requisition after creating a PO from it?
