Reusing logins in EBS

I am looking for best practice or different options for reusing ERP logins.  Since the USER_NAME is unique on FND_USER we cannot reuse a login without either 1) removing the FND_USER record or 2)  renaming the user.    Are we unique in our reusing of logins or is there a common practice?  From my SR they told me I could rename the login but don't recommend it.  I don't see any other options if they are not taking into consideration the effective date fields.
