Assigning a Owner to database

Hi Expert

              there is requirement from management to assign all database to group of dbas and they need a consolidated report from oem.. i need to create a custom BIP report once the dba name and his contact number is added to target database. kindly provide any suggestion on this . like where we can add these details in OEM and also from which inventory table we can fetch it
