We are on 17.12.3.  Only seeing this in the Web.  The Client is fully functional

The database is a clone/refresh from a working database with no issues.

I have created a new configuration in the web, and it makes no difference.

I have connected to the database from another web server and the same errors occur.

This error occurs in Native mode

ORA-00904: "USERS"."SYSTEMUSER": invalid identifier

When put in LDAP, it continues to come back with bad userid or password.  I'm sure the settings are correct.

Any ideas where to look?
