Accessing a BIP 12c Report under Guest Folder requires Login

We have installed BIP 12c as standalone and migrated reports from 11g

We have setup "Reports" folder under shared folders as "Guest Folder" in BIP Security Configuration screen and restarted the BIP application and then tried to access a Report under "Reports" Folder without logging into BIP. It errors as below.

Url was like:

http://<server:port>/xmlpserver/<ReportDirectory>/<ReportName>.xdo?<Parameter1>=<Parameter1 Value>&<Parameter2>=<Parameter2 Value>

Error:

Unauthorized Access: Either you do not have the privilege, or you have not signed in.

But the same works fine if there is any BIP tab in browser logged into BIP application.
