Unable to login with apps user after database upgrade from 11.2.0.4 to 12.1.0.2 in EBSR12

Hi Experts,

i am unable to login to apps user after database upgrade from 11.2.0.4 to 12.1.0.2 (EBSR12) with following error.

ERROR:

ORA-04045: errors during recompilation/revalidation of

SYSTEM.PROGRAME_RESTRICATION

ORA-01031: insufficient privileges

The database upgrade is completed successfully.

Please help me to find out the resolution of it.
