Cloned R12.1.3 - error upon login : "not authorized to access the function Dscram"

Just completed clone of production to Dev - R12.1.3 11.2.0.4db 64bit SLES11

All services start up fine.

When I login as a user that does not have System Administrator responsibility, I get this error : "You are not authorized to access the function Dscram: Tables to Purge Update. Please contact your System Administrator."

When I login as a user that does  have System Administrator responsibility, I get this error: "Please choose a responsibility under which to execute this function."

When I click on Home, the responsibility page then comes up fine:.

Could anyone please help ?
