runcluvfy.bat stage -pre hacfg fails with PRVF-0002

Attempting to install 18c Oracle Grid Infrastructure for a Standalone Server on a Windows Server 2012 R2 datacenter host the command :

   app\oracle\product\18.0.0\grid\runcluvfy.bat stage -pre hacfg

 

fails with the error:

 

PRVF-0002 : could not retrieve local node name

******03: DNS server failure [response code 2]

 

however running the same command from a 12.2 grid home on the same host doesn't fail:

 

F:\patches\winx64_12201_grid_home>runcluvfy.bat stage -pre hacfg

 

Verifying Physical Memory ...PASSED

Verifying Available Physical Memory ...PASSED

Verifying Swap Size ...PASSED

Verifying Free Space: ******03:C:\Users\JWHITE~1\AppData\Local\Temp ...PASSED

Verifying Architecture ...PASSED

Verifying Environment variable: "PATH" ...PASSED
