PO In INPROCESS status -to cancel

In R12.1.3  Purchase Order in 'INPROCESS' status, how to cancel the PO or how to bring to back to INCOMPLETE

Waiting for User XXX ,but user XXX not getting any notification.

SO we need to cancel this PO and regenerate new one with some modification.

Can someone help us to get this.
