NIS on Solaris 11 disabled in SVC on reboot

We are a Solaris 10 shop.  Looking to start the move to Solaris 11 in Q2.  The plan is to eventually move to LDAP, but for the purposes of the move it's NIS.

I have set up the domainname, and NIS Servers using svccfg.   Then I enabled svc:/network/nis/domain and svc:/network/nis/clientypwhich and ypcat return the correct details and behave as expected.

The moment I reboot the server, svc:/network/nis/domain and svc:/network/nis/client are marked as disabled, and the only way to get NIS working is by hand.  What am I missing?
