100 users for PR, but licenses for Oracle Purchasing are only 10

hi gurus,

we have 100 users for Purchase requisition, however, we have license of only 10 Oracle Purchasing module. 100 licenses for just  PR creation dont make sense, what can be the solution to avoid this situation. Can we create users for Requisition for only PR.
