Login with user gives javax.servlet.ServletException: User cannot read table SystemACL

We have a few new users that are unable to login to WebCenter Sites.

We have LDAP intergration for WebCenter Sites 11gR1.

These new users have the exact same groups in LDAP, as a different user that is able to login. I have also added the correct roles to the user for access to specific sites. The user is able to login, but I get a blank screen.

During page load, the call that fails is /cs/REST/users/USERNAME?dojo.preventCache=1550872300347

Which returns and error in the log:

[com.fatwire.logging.cs] [Feb 22, 2019 4:20:29 PM][Directory-W--15014][JNDIDir:toCollection(ICS,NamingEnumeration)][An error occurred while enumerating on a result set.  All results retrieved prior to the error are returned, but the result set is likely incomplete.][COM.FutureTense.CS.FakeIRequest@4a69d670][Unknown #null]
