RAC migration and odacli register-database

Curious how we should reconcile what appears to be conflicting advice regarding the DCS stack and RAC databases. Doc ID 2429114.1 suggests that the odacli register-database command should only be used with Single Instance databases, while the documentation on migrating a database [1] doesn't appear to specify this limitation. I'm on BM X6-2 HA with ODA 18.3 software.
