Employees are not appearing in "Forward To" LOV

Hi Everyone,

I am having an issue when a user tries to submit a requisition for approval they want to forward it to a specific employee.  However, that employee is not appearing in this list.  I see many employees, but not the one they want.  Also it seems that a lot of employees are missing from that list, mostly newer but there are a handful of longtime employees not appearin in the list.  How do I get missing employees to appear in that LOV?  What is the criteria to be in that list?
