Enabe Workflow Adminsitrator Web (New) to see notifications owned by other users

Dear Team,

By default in Oracle (we are on R12.2.5) only SYSADMIN user can see workflow notifications owned by other user (i.e for all employees and users).

We want to change this and enable at a specific responsibility -> Workflow Adminsitrator Web (New) . For this we did the setup adn using Adminstrartion we assign this responsibility to give Workflow System Adminstrator role.

Though after the setup using above responsibility we can see wf notifications owned by other users as well but at the same time other responsibility like "Workflow Adminsitrator" and "Workflow Adminsitrator Web Application" have the same access as the Web one and can see others user notification.
