How to give 1 iProc Responsibility access to all Org's?

iProcurement

iProcurement Responsibilities seem to be secured by MO:Operating Unit profile.

If this is not set there is an error..

But this means that each Responsibility can only access 1 single Org

Unlike MO: Security Profile we cannot set MO:Operating Unit to all orgs.

Is there a way to have a single iProcurement responsibility that allows the user access to all Operating Units do they have to use a separate responsibility to raise requisitions in different Orgs?
