Reversals of Cost Management Accruals Missing

EBS 12.1.3

Opened May GL period on 5/1

Ran Cost Management Accruals for April month end 5/1 with to date of 4/30

Reversals that should have been generated in May are missing.

I found this in a note in the KB:

As per R12
SLA architecture , the period end accruals are automatically reversed by the
Create Accounting program in the first day of the next period ( 'Subleger
Multiperiod Accounting and Accrual Reversal' program is spawned by create
accounting to do this ) . 

For this
to happen, when launching create accounting program  for period end
accruals, one must include the first day of the next period in the 'to date'
