EM Express 19.3c - login attempt ends with HTTP error 400 "Bad request"

Hi,

all checks in Doc ID 1604062.1 are "Ok"

but

http://my_host:8080/em/  ends with HTTP error 400.

Is it for me only or there is known problem in 19.3??

P.S. new database/ 19.3/ Oracle Linux
