Fulfillment is releasing a line when the Order Rule has not been met. 

Rule Type = 1

Order Min Fill = 100%

Line Min Fill = 100%

Partial Commit is checked

Order in Fulfillment has 1 line 100% filled.  The second line is 0% filled. 

The 100% fulfilled line is releasing even though the entire order is not 100% filled.

Do I just have something setup incorrectly?
