Issue in matching finally closed PO or opening the finally closed PO

We have scenario where PO is finally closed before AP 3 Way matching. Ideally system won't allow closing the PO before AP 3 Way matching. Please advise

- Setup/profile available to prevent this issue in future

- How we can handle existing issue as we not able to match the finally closed PO or cancel/open the PO. Due to this balance in accrual is not getting cleared
