No displayed default approver in Forward To field

Why doesn't displayed default approver in "Forward To" field even the setup is correct? Our setup in Document Types is "Can Change Approval Hierarchy". We will not use "Can Change Forward-To" due to our security. Our problem is to display the approver in "Forward To" field. Thank you!
