Funds paid through Blanket Requisitions last fiscal year still showing encumbered current fiscal yea

Our fiscal year is July 1 - June 30.  We have blanket requisitions entered in July 2019, but posted  back to June, are still showing as encumbered obligations on this fiscal year, though they were matched and paid with a 6/30/19 GL date.

Why is this happening and what can we check? Thanks
