Why is Current Bar Labels assigning Activity Names to milestones in one layout but not in another?

I have two layouts in the same schedule. I'm using Current Bar Labels to assign Activity Names to all the activities, which of course includes milestones. Bar Labels are not assigned to individual bars.

In the first picture below the Critical Milestones bar is highlighted, and you can see no Bar Label is assigned. The Activity Names are shown for the activities and milestones.

In the picture below the Critical Milestones is highlighted, and you can see no Bar Label is assigned. The Activity Names are shown for the activities but not for the milestones. (The milestones bars are setup exactly the same in both layouts.)
