When Assigning a new OBS to a PM, after I click "Save" the OBS line disappears

When assigning a new OBS to a PM, after I click 'Save" the OBS line disappears.  I'll add/save a second time and it seems to stay.  However, I have gone back to their user profile 30 minutes later and notice that on some of them the OBS I previously added is no longer there.
