Failed login does not populate to dba_audit_trail after upgraded to 18c

Hi,

Recently we upgraded our db from 12c R1 to 18.8,

after the upgrade, we found that the failed login is not populated to dba_audit_trail

even the audit_trail parameter is 'db,extended' and

audit session whenever not successful re-issued.

Is there any change in the failed login audit behavior in 18c?
