Non-Lead registers are downloading MNT files, while they should not!

Hi

We are seeing Non-Lead registers doing MNT downloads; we did a minor upgrade recently from 17.0.1 to 17.0.2; we need to prevent that from happening as it is causing delay on the register. Checked local properties and it is setup as non lead.

Does anyone have a detailed technical setup with differences of properties files between lead and non lead?
