Siebel upgrade from IP2013 to IP2019

Hi all,

I would like your help to the following. We are going to upgrade the Siebel application to one of our customer. Currently the version of Siebel is 8.1.1.11 (IP 2013) and we have planned to upgrade at IP 19.12.

According to bookshelf we have first to upgrade at IP 2017. What about next in order to jump at IP 19.12? Is it only binaries update or there is something else like repository upgrade etc?
