Transaction nature field on more tab on PO lines has no values in the LoV

We want to use the field transaction nature on the 'More' tab on the PO lines. This field has Lov attached to it. But when clicked on the LoV, it says there are no values in it.

Where do i do the setup to have some values in the LoV of this field?
