How to set the PR approval hierarchy as this scenario?

We are using position hierarchy and approval method: hierarchy, not direct


PR preparer: A, Approver B, Approver C.


For specific item category scenario:


A submit PR, route to B, when B approved, route to C


For other scenarios:


A submit PR, route to C.




We set A position with "Reporting To" B, and B position with "Reporting To" C.


How to set the PR approval hierarchy for cater all above scenarios?
