ORA-27369: job of type EXECUTABLE failed with exit code: Login executable not setuid-root

I am trying to create a job with job_type=>'external_script' but failed with dbms_scheduler:

ORA-27369: job of type EXECUTABLE failed with exit code: Login executable not setuid-root

Version: 19.7/os: Red had 7

Credential user is the oracle bin owner.

scheduler directory permission:
