how to force user to change the password at first login

I am running a Oracle EE 19.10 database.

I export the database from a Oracle EE 12c database but the password_versions for most of 2081 users was set to 10G. When I imported the database to Oracle EE 19.10 all of the users expired and locked. So now I have to alter the users and add a new password. I ask if I could change the password_versions to 12c and 19c but received no answer. If you can answer how to change the password_versions column in dba_users that would be great if not when I alter the user and change the user password how do I
