Login and record saving delay in upgraded 19c Oracle DB

And I'm seeing these continuous alerts suddenly appearing in the trace file. I don't think its an I/O caused issue since we don't have these performance issue before the upgrade. Any input from anyone out there to address this? Also seeing blocked session related to log writer group. My 19c is also already patched with the Jan 2022 CPU Patch ID 33575656. Thanks.
