Oracle BI 12c Configuration failed with exit value 1 - BI 12.2.1.4.0

Hi Folks,

Oracle Bi Configuration Assistant failed on Step 8 (Add default Service instance)

BASED on Document 2819358.1 (oracle.com)

I applied (Patch 28264679 STANDALONE BI PUBLISHER INSTALLATION FAIL ON 12.2.1.4)

and it did not work ....

I am wondering if anyone has this experience before!

Environment Information:

Windows 19 x64

JAVA jdk1.8.0_331

fmw_12.2.1.3.0_infrastructure

fmw_12.2.1.4.0_bi_windows64

ERROR is below
