Financial Tax Register Report - how is Detail Tax Line ID assigned

Hello, in reviewing the Financial Tax Register ran at the Transaction Line Level and the Transaction Distribution Level between test environments for a past period, # of transactions and Total amounts are the same between the two environments, however I noticed that the Detail Tax Line ID is not the same. Running the report a second time in the same environment results in new Detail Tax Line ID numbers. What is the purpose of this number if it changes each time the report is ran?

Financial Tax Register (Transaction Line Leve) was ran in two

environments (EBS - 12.1.3) for the same period
