Error Using Pkg Update UnicodeDecodeError: 'utf-8'

When doing a pkg update in BE (pkg -R /mnt update --accept entire@ 11.4-11.4.56.0.1.138) or by direct update without indicating a specific release (pkg -R /mnt update --accept)

it gives me the following error:
