Oracle Database - Enterprise Edition - Version 11.2.0.4

hi Team,

I am register EXTRACT DW_EX database, i am getting below error 

 INFO  OGG-00987 Oracle GoldenGate Command Interpreter for Oracle: GGSCI command (oracle): register EXTRACT DW_EX database.

 ERROR  OGG-08221 Oracle GoldenGate Command Interpreter for Oracle: Cannot register or unregister Extract group DW_EX because of the following SQL error: OCI Error ORA (status = 4021-ORA-04021: timeout occurred while waiting to lock object

               ORA-06512: at "SYS.DBMS_STREAMS_ADM", line 746

               ORA-06512: at line 1

               ).
