Non-response to the Register message

Is it possible that the SBC forwards the Register message to the Core SSW fine, but when the Core SSW is down and unresponsive to the Register message, the SBC does not forward a 408(Request Timeout) response to the endpoint?

It doesn't give any response when I test it, is this the correct logic?
