Update Quote/Order Line Item Field Automatically

Dear Experts

I'm new to Siebel developments. Please support to identify what is the best way to develop below requirement.

I've a requirement to update the one line item record value by coping another line item record of the same order for a particular order type automatically. as per the example copy the Primary Number/Service Id of the Delete record of Voice and update under the Add action code record without user involvement.

How to achieve this task and what is the best way to do this?
